30 December 1862: Tuesday

Union - Government
In Washington, President Lincoln produces for his Cabinet a preliminary draft of the final Emancipation Proclamation, to be issued the first of the year, with a request for suggestions. Also, concerned over dejection and dissension in the Arny of the Potomac, Lincoln wires Burnside at Fredericksburg: "I have good reason for saying you must not make a general movement of the army without letting me know."

Union - Military
Naval - North Carolina
Shortly after midnight USS Monitor foundered off Cape Hatteras in heavy seas with the loss of 16 officers and men. Her escort, Rhode Island, rescued 47 men. The hero of the battle with Merrimack, never very seaworthy, was being towed to the Carolina coast.

Mississippi

General Sherman and his troops remain the frustrating Chickasaw Bayou position in front of the bluffs at Vicksburg.

Tennessee
General Rosencrans and his troops slowly approach the main Confederate force outside Murfreesboro, with fighting at Jefferson, La Vergne, Rock Spring, and Nolensville.

Confederacy - Military
Kentucky
Morgan and his men fight again at Springfield and at New Haven, as he withdraws.

Tennessee
Carter and his troops capture Union and Carter's Depot, and destroy bridges across the Holston and and the Watauga.
