23 December 1862: Tuesday

Confederacy - Government
President Davis issues a proclamation calling the former Union commander of New Orleans and the Gulf, Major General Benjamin Butler, a felon, an outlaw, a common enemy of mankind, and if captured he should not be considered a military prisoner but should be hanged immediately.

Davis, from Jackson, Mississippi, wires his Secretary of War: "There is immediate and urgent necessity for heavy guns and long range field pieces at Vicksburg."

Confederacy - Government/Military
Major General Simon Bolivar Buckner assumes command of the Confederate District of the Gulf, and Lieutenant General E. Kirby Smith resumes command of the Department of East Tennessee.

There is a skirmish near Nashville.

Arkansas
There is a skirmish on the St. Francis Road, near Helena.
