Union - Government
The Cabinet crisis in Washington takes up most of President Lincoln's day. In the evening there is a joint meeting of the Cabinet, except Seward, and the Senate Republican caucus committee. Postmaster General Montgomery Blair also offers to resign.
Lincoln asks Burnside to come to Washington if it is safe to do so.
Confederacy - Military
Tennessee
Nathan Bedford Forrest's troops strike the railroads near Jackson, and skirmish with nearby Union troops.
There is a skirmish at Spring Creek.
Virginia
There is a skirmish on the Occoquan.
