President Lincoln writes to Mayor Fernando Wood of New York that idf the Southern states would cease resistance to national authority "the war would cease on the part of the United States." This was in response to recurring rumors and reports of peace overtures.
Union - Military
Virginia
Both the Right and Left Grand Divisions continue crossing the Rapahannock to Fredericksburg and the flat ground to the southeast. Plans were made for the main attack to come by the Left, under Franklin.
In the Shenandoah Valley, a Union reconnaissance takes place from North Mountain to Bunker Hill.
There is a skirmish at Dumfries.
Mississippi
There is a skirmish on the Yazoo River.
On the Yazoo River north of Vicksburg, the Union ironclad Cairo struck a torpedo (what mines were called at that time) and sank. The crew escaped. The Cairo would remain there for a hundred years before being raised.
North Carolina
There is a skirmish on the Neuse River.
he Union expedition to Goldsborough, which haddd begun on the previous day, must skirmish on its way.
Confederacy - Military
Stonewall Jackson orders Jubal Early and D.H. Hill to join him on the Confederate right flank along the extension of the ridge which ran in back of the city. Longstreet's men held the left. As night fell, it was obvious to the Confederate leadership that Burnside would make his major assault the next day.
